Assisted Financing Options

Milwaukee Economic Development Corporation (MEDC)

The MEDC is a nonprofit organization designed to assist in financing the growth of companies in the four counties in the metro-Milwaukee area: Milwaukee County, Ozaukee County, Washington County and Waukesha County. Programs include:

Second Mortgage Program

  • Works with borrowers in the City of Milwaukee
  • 25%–40% financing, up to $500,000
  • Low, fixed-rate financing

Capital Access Program (CAP)

  • Commonly used for startups or small businesses that may not be able to obtain conventional financing
  • Can be used for working capital, fixed assets, term loans and lines of credit
  • Bank, borrower and MEDC all set aside a reserve fund to protect against default

Venture Debt Program

  • Provides debt financing and equity investment
  • Businesses must meet certain criteria
  • Loans up to $300,000 available

Racine County Economic Development Corporation (RCEDC)

The RCEDC is a nonprofit organization that provides assisted financing to companies located in Racine County to facilitate growth and development. RCEDC offers these programs:

Economic Development Administration Revolving Loan Fund Program (EDA-RLF)

  • Offered to for-profit businesses in Racine County for fixed-asset and working-capital financing
  • EDA-RLF works with the bank to provide a portion of the financing
  • Business must meet certain criteria

Community Development Block Grant Revolving Loan Fund (CDBG-RLF)

  • Offered to for-profit businesses in Racine County for fixed-asset and working-capital financing
  • CDBG-RLF works with the bank to provide a portion of the financing

Small Business Administration (SBA)

The SBA helps provide financing for startup businesses, businesses with little collateral or those that desire a longer amortization. Tri City works with the SBA to provide:

  • 7(a) — SBA guarantees a portion of the loan granted by the bank
  • 504 — SBA participates in financing a portion of the loan proceeds and takes a subordinate lien position behind the bank

Wisconsin Housing and Economic Development Authority (WHEDA)

WHEDA is primarily organized to assist in the expansion or acquisition of an existing small business. WHEDA-assisted loans can be used for a variety of purposes, such as:

  • WHEDA Small Business Guarantee (WSBA) — WHEDA guarantees a portion of the loan granted by the bank
  • WHEDA Participation Loan Program (WPLP) — WHEDA participates in financing a portion of the loan proceeds

Wisconsin Women's Business Initiative Corporation (WWBIC)

WWBIC is an economic development corporation providing education, technical assistance and access to capital for entrepreneurs. WWBIC provides small and micro loans to businesses of up to $100,000.
